If elected or re-elected, please describe any innovations, reforms or improvements you seek to introduce to your office.
Continue to increase and enhance our digital capabilities as it relates to all payment and collection systems within the county.
What are the most important concerns facing you’ve heard from Manchester residents and how can you address those concerns if elected or re-elected?
Like most of the 31 communities in Hillsborough County, property taxes are always a concern. One of the services I have provided over the last 14 years is the ability to return interest revenue back to the county above and beyond the budget to create additional surplus that helps keep the tax rate down. This is possible by investing at the highest possible rates but ensuring the safety of funds.
How does your background (excluding time serving in the position you are seeking) qualify you for the position you are seeking?
For over 21 years, I have been fortunate to work for the City of Nashua as their Treasurer/Tax Collector. The county’s part-time position of Treasurer has similar responsibilities, although on a much smaller scale.
In your view, describe the political atmosphere in New Hampshire over the last two years. Do you believe this will have any impact on your position?
New Hampshire is similar to the rest of the country in that it has become partisan in a negative way. The County Treasurer is an important position and should be based on knowledge and ability. The position is responsible for the administration and investment of over $100 million annually and any borrowing the county would need. I feel I am well qualified for the position given my education and business experience.
How is county government unique from municipal or state government in New Hampshire? Do you believe it is necessary?
County government is unique since most residents are not familiar with what the county offers for services. The big five service areas the county provides are the jail, nursing home, Welfare/Medicaid, County Attorney and the Registry of Deeds. All these services must be provided.
Do you believe that COVID-19 will impact county government in the future?
COVID-19 has and will continue to affect county government just as it has affected all layers of government in many ways. Until there is a legitimate vaccine available, the county will need to provide protection for those in our nursing homes and jails for both the people we service and our employees. We will also need to continue to monitor revenues to ensure they are meeting budget.
What were the biggest issues faced by the person serving in the role you are seeking over the past two years? How did they, or how did you, deal with those issues?
The biggest issues facing the County Treasurer are the low-interest-rate environment we have been in over the past five years. When investment rates are low, it affects investment revenue in a negative way, although if the county needed to borrow funds, rates couldn’t be better for us. I continue to maintain a good working relationship with many of the local banks to ensure the county gets the best rates we can obtain that are safe.
